Workforce Development Plan

Mission/Objective

DTSC will assist in helping Balfour Beatty Construction achieve The City of Durham’s workforce goals on Durham projects. Goals of this Plan have been set at by the City of Durham’s Economic and Workforce Development Department. The mission of this plan is to generate and maintain a diverse local workforce using the following hiring parameters:

HIRING PARAMETERS

The following metrics will be adhered to in relation to hiring City of Durham residents: Hiring needs for project:

 •1-50 individuals = 50% City of Durham residents hired

 •51-100 individuals = 40% City of Durham residents hired

 •101 or more individuals = 30% City of Durham residents hired

 Balfour Beatty Construction agrees to include a 5% Goal of hiring unskilled local/City of Durham residents. Balfour Beatty Construction further agree to a goal of one half of the 5% will be targeted as low income youth aged 18-21 years of age, as identified by the Department of Economic and Workforce Development for the City of Durham. These workers can be in the employment of any sub contractor or associate including SDBE. This percentage is over the duration of the project.

Approach

Balfour Beatty Construction will compile a database that contains demographic, hiring data, construction trade, resident city and hours worked by workers. That information will then be used to assist The City of Durham in their documentation needs.

 Balfour Beatty Construction will capitalize on programs and services currently made available by our staff and our partners. DTSC will work with Balfour Beatty Construction Sub-contractors in identifying their needs and strive to direct all prospective employees through the JobLink Program. In utilizing this medium, Balfour Beatty will be able to track and monitor an individual’s progression into the workforce. Along with our partners, we are making every reasonable effort to lessen the burden on contractors to produce a qualified work pool to meet industry standards.

Balfour Beatty Construction will monitor the prescribed local workforce participation goals set by the City of Durham and use existing reporting tools provided by the City of Durham’s Economic and Workforce Development Department. Balfour Beatty Construction will also issue monthly reports detailing the contractor’s advancement in reaching the proposed goals.

Step 1: Davis Technical Staffing and Consulting (DTSC) will get hiring needs from Balfour Beatty sub-contractors.

Step 2: Send to JobLink System - this should go to Ginger Brick at gbrick@compart.org or (919) 402-9400 (youth 18 - 21) and Tanya Hill at tanya.hill@ncmail.net or (919) 560-6880 x202 (individuals aged 21 or over) who will coordinate with JobLink partners at 1105 S. Briggs Ave.

Step 3: JobLink System staff will pre-screen potential candidates for interest, basic aptitude, verbal or written attestation of skills and abilities.

Step 4: DTSC completes screening and interviews.

Step 5: Balfour Beatty Construction will provide hiring data to JobLink System staff.

Community Partners

Our partners will provide support and strengthen the quality of training provided to the workforce. Through utilizing these relationships, DTSC will further assure that existing resources are maximized and all service needs are met. Active partner involvement is important to the ongoing success of the project and the career growth of individual workers

While implementing the plan, DTSC will partner with The Phoenix and Dove House, Operation Breakthrough, JobLink, CET, and other workforce providers to ensure that there is a readily available supply of qualified workers. Management and execution of the plan requires the participation of all partners to build a diverse, skilled workforce.

What the Workforce Development Plan Means to Contractors

This plan is used to ensure an adequate supply of diversified, yet skilled workers for the sub-contractors to use on Balfour Beatty Construction projects. DTSC will partner with JobLink and provide services essential to successfully meet participation goals. DTSC will identify, screen, and present a list of skilled workers for their use.

Program Tactics

•Identification of the labor force: We will identify candidates to build your work pool of qualified workers. Potential candidates are identified through input from DTSC, JobLink and various community organizations.

•Outreach and Recruitment: DTSC will pursue an assertive local recruiting plan to locate qualified workers. Recruitment efforts will be ongoing and maximize the use of local community organizations.

•Skills Assessment: We will thoroughly screen all prospective workers to ensure that we are finding the best fit for Balfour Beatty/Leeper CMAR projects. Candidates are tested to meet the specific job requirement in their particular area of knowledge.

Program Evaluation

In evaluating the success of the Workforce Development Plan, Balfour Beatty will measure and compare the percentages of Durham base residents working on the Balfour Beatty Construction CMAR projects against all other work groups.

Conclusion

This workforce development plan sets forth the measures to develop a workforce. This plan allows for improved recruitment and ultimately more stability within the workforce. Through uniform, ongoing data collection and a comprehensive evaluation system, Balfour Beatty will strive to monitor, track, and report on workforce development for Balfour Beatty Construction projects.
