Davis Technical Staffing and Consulting (DTSC) is a company that specializes in staffing, consulting and training. Our goal is to form a mutually beneficial partnership that will allow us to assist with the coordinating, monitoring and reporting of DBE/SDBE participation on large scale construction projects. As a consulting firm, we provide additional support for complex challenges from conception to completion. Our team is able to assist with operation assessment, continuous process improvement and project management.
Balfour Beatty Construction has consulting agreements with DTSC to provide services in the following three areas; staffing to develop and execute a Workforce Development Plan, consulting to assist in developing and executing a Strategic DBE/SDBE Plan and Website design and maintenance to create and manage this information website. The goals of each plan are provided below:
SMALL DISADVANTAGED BUSINESS ENTERPRISE STRATEGIC PLAN OBJECTIVES:
The plan objectives are:
1. Increase the overall participation of Small Disadvantaged Businesses on this project.
2. To provide equal opportunities to DBE/SDBE’s as defined and certified by the City of Durham.
3. To provide concise and efficient measures for monitoring compliance with the DBE/SDBE program and goals established by Balfour Beatty Construction.
4. To exhibit a commitment to the City of Durham Small Disadvantage Business Enterprise Program.
5. Foster growth for DBE/SDBE’s through a mentor/protégé relationship with established prime contractors.
6. Establish working partner relationship with small business community through increased communication.
7. Collaborate with Small Business contractors to achieve an equitable distribution of construction contract awards.
WORKFORCE DEVELOPMENT PLAN
MISSION/OBJECTIVES:
DTSC will assist in helping Balfour Beatty Construction achieve The City of Durham’s workforce goals on Durham projects. Goals of this Plan have been set by the City of Durham’s Economic and Workforce Development Department. The mission of this plan is to generate and maintain a local workforce using the following hiring parameters:
HIRING PARAMETERS:
The following metrics will be adhered to in relation to hiring City of Durham residents:
Hiring needs for project:
1-50 individuals = 50% City of Durham residents hired
51-100 individuals = 40% City of Durham residents hired
101 or more individuals = 30% City of Durham residents hired
Balfour Beatty Construction agrees to include a 5% Goal of hiring unskilled local/City of Durham residents. Balfour Beatty Construction further agree to a goal of one half of the 5% will be targeted as low income youth aged 18-21 years of age, as identified by the Department of Economic and Workforce Development for the City of Durham. These workers can be in the employment of any sub contractor or associate including SDBE. This percentage is over the duration of the project.
WEBSITE MANAGEMENT
OBJECTIVES:
The website’s objectives are:
1. Track and monitor the different construction phases of City of Durham projects awarded to Balfour Beatty Construction.
2. Track and monitor the goals set by the City’s Economic and Workforce Development Department and Equal Opportunity Equity Assurance (EO/EA) Department.
3. To provide conflict resolution assistance for Small Disadvantaged Business certified by the City of Durham’s EO/EA department.
4. To provide citizens in the City of Durham with information about city projects awarded to Balfour Beatty Construction
